Titles not giving status effects

I have recently discovered that the status effect on the titles that give stats do not appear to be giving the stats they say they are. For example, the title Black Belly Destroyer is supposed to provide STR + 15, AGI + 5, INT +5, WIL +9, however my stats did not increase by anything after earning the title. The tool tip on the title its self states that the title does not need to be equipped for the stats to take effect. However, I tried equipping it just to make sure and still did not receive the status effect.
