Will the enhancement coupon work on weapons that have already been restored? And after using the coupon will the weapon receive a "restored' status?

    No it wont work on restored armor/weapons, and after using it your item will just bind and behaving like you had normally enhanced to whatever coupon level you get. (Remember these are basically +10 coupons, so don't get your hopes up.)
