Post-RISE enhancement bind rules

With all the binding rule changes I'm seeing, I'm wondering if enhancement bind rules have also been changed. It use to be that you can enhance to +8 without triggering binding and you only bind when you get to +9 and higher. Is this still true?

I haven't played much in recent months, so I'm not up-to-date with all the recent changes.

    Yes as in it has been changed or yes as in it hasn't changed. Not sure if you're answering the first part or the 2nd part of my post, lol.

    +9 and higher still bind. Failing +8 or higher attempts on 60-89 weaps will reset them, but they won't blow up until going for +11 or +12. 90 and up resets failing +6-+8, and will blow up on +9 or higher attempts. This chart is slightly off as sub 90 weaps can no longer go beyond +12 because the Director has no idea what he's doing.
