Could PVP be saved with Monthly Tournaments?

Lets say PvP was balanced where levels, stats, and gear don't matter --- only the experience of the player.

Each month, players can compete in one of the pvp modes. For Example:

Month 1 - Arena
Month 2 - Capture the Relic
Month 3 - Monster Brawl
Month 4 - Siege Match
Month 5 - FFA 6v6
Month 6 - Battle Royal

At the end of the month, the champions and top 3 players/teams from each category will be displayed on a Ranking Page of the Vindictus Home Website. Players could receive exclusive titles that provide nice benefits such as extra loot or bonus stats for raids. Guilds could also receive perks such as double guild effects if their members/teams win these events. Perhaps players and guilds could compete for Premium NX Cash at the end of the year.

    To make it balanced they would need to rework all of the characters' skills and give them counter-skills that could be used to properly respond to all situations. The skills now are made for bossfights and the purpose of them is to increase the wow factor instead of the actual usability. Also the inability to deal damage when the other player is knocked down makes PvP a chess-like game for a melee character against a ranged character. If ranged characters' skills were at least much slower or they had more restrictions on them than on a melee skill, and they balanced the spammability of some skills, that would surely make it better. Only after that they should think about adding more battlegrounds and making competitions.
