Worth coming back for Miri?

After not having played for nearly two years, I've been extremely excited to come back to Miri and go all out on her...but after reading the forums and talking to old friends...It seems the game is even more dead than I thought? When I left late 2015, the game was already fairly dead, basically an afk in ch 1 experience, but now even with the server merge, it's worse than before?

And how bad was Rise really? There are no more 8 man raids? :/ Old content was made into a joke? Gear is all that matters now?

Am I better off spending money on inner / hair / outfitter / vip / cadet for Miri, or just buying Xenoverse 2 :(
