Low FPS When there Shouldn't be.

I recently upgraded from a Geforce GTX 560Ti to a GTX 950Ti and my fps is lower then when I last played the game with the old video card.
It is a fresh install of the same OS I had before and all of my drivers are up to date. Also I checked and the card is not under clocking itself.
I used to be able to run this game at max settings with over 80fps without dropping below 60fps. Now I get slow downs even on medium settings and can only run about 60fps on a good day.

Any suggestions?

    I should also mention that when I last played the game with the 560 was about 3-4 years ago. I came back to the game about a month ago and that is when I discovered the issue.
