Can't enhance my weapon after the first brake?

Well I just broke my wep on +12 to +13 today. I restored it with that gifted scroll you get whilst leveling up to 95. Anyway I then tried to do it again and it said that I can't enhance this wep anymore? I thought a wep could brake twice before it's gone forever? If I would have known that I wouldn't have yolo'd it :/

    It was changed with Rise update.
