    To further back your point: I don't think that there was any confirmed +11 or higher last time we got this event.

    It might be similar as the 100% scrolls or runes, aka the 100% is probably there to indicate that: If you get a +15 coupon, it cannot fail. Just guessing though :p

    100% i think means when you do this event you'll get this item for sure (the word after 100% is 'will be provided')

    there is a 100% chance that it wont be a +15 coupon, most likely the same thing as last year 98% of people will get +10
