Gallagher's Subordinate quest missing

I can't enhance on my Evie who is level 90. I came back to Vindi a bit before the RISE update, and I haven't played in over year prior to that. I understand that there have been plenty of changes, including the quests to enable enhancing and enchanting. I tried to enhance through my inventory, and a tab popped up stating that Gallagher's Subordinate had to be completed first. I talked to both Gallagher and Ferghus to see if the quest was there, but it's not. I tried enhancing at the forge like how it was before, but the same window popped up saying that I had to complete the quest. Now I'm stuck with un-enhanceable armor o3o

    Press M to access the Story UI and uncheck the "View Main Stories" box.
    The box is checked by default.
