Dismantling questions

a) What is the requirement for using it? For example, I got tailoring expertise, but still can't use dismantling
b) Is it the most efficient way to get rid of random unneeded items?

    To learn dismantling You have to pass first promotion of your expertise (become an Apprentice), as in reach rank 100.
    Define "efficient". Dismantling can be used only on gear parts (excluding earrings for no reason), starting from like 20 level or something. If You want to get rid of other junk - visit Flovian. Fastest is still selling to NPC, but least beneficial.
