Question about Unlimited Inner Armor and Hair Pass

At the moment there's a 50% discount for the Unlimited Inner Armor and Unlimited Hair pass but according to the descriptions for either, it said can only receive only 1 for free. What I don't get is that is this really a permanent unlimited inner armor /hair pass or just a perm coupon for either one? Can anyone confirm this?

The coupon is redeemable for any permanent inner armor or hair. This will be unable to be changed after purchase.

So despite its name it is actually just a permanent coupon.
