Specifically, the sentence that reads: "Can be used when attempting enhancements at +11 or +12."
This implies that it can be used when the item is already +11 or +12, however it can only be used when the item is +10 or +11.
I would suggest rewording that sentence to: "Can be used when attempting enhancements to the +11 or +12 level."
