Can't Add Friends On New Character?

Just as the title states, I can't add friends on my new Delia character. I'm on NA server if that means anything. Anytime I try adding someone the message just says "You cannot add more people to your buddy list". But I don't have anyone on my friends list on that character. Thinking it was just something stupid I went and deleted several people from several of my other characters and I still can't add people on my Delia. Help?
