Gallagher's subordinate and no quests

Im stuck on gallagher's subordinate quest because it never gave me the shabby standard mail and for some reason I cannot find any other quests to continue the story.

    I don't know if you've figured it out yet, but i recently thought i had the same problem, i soon figured the "shabby standard mail" was not in you normal inventory but in the "Story item inventory". I'm pretty sure you have the same problem : ^)
