Minimum Requirement for Gremlin Event

What's the minimum level or any other story requirement for doing the Gremlin Event ?

My level 90 characters can get the story from the Cat, but my level 27 ones can't.

I tried checking the news page on the Vindictus website, but I can't see any minimum requirements.

    Ok, remembered now to check the board on my level 90 character. :D

    The minimum requirement is level 60.
