How do i know if my character gets extra gear rewa

Not too long ago there was an article that mentioned that newly created characters will get free gear as they level up.

I have created Delia not too long after she was released, i would like to know, will my character get the free gear based on latest changes or i need to delete and recreate her.

All the gear appears to be quest based except for level 90 gear, which is obtainable from the level up reward goal at level 90. See this thread for more detail about the quest reward gear:

looks like i am getting gear from quest rewards
