Lucky Bingo Pouch Reset time?

What time does the bingo pouch log in counter reset? (state the time zone also)

Last night at 6 pm PST, I collected 5 pouches by afk'ing for 2.5 hours. And the counter had a "COMPLETED" red stamp over it.

Then I logged in today at 8:15 AM PST, on the very same character I collected them on last night, and my bingo pouches log in counter was refreshed again, completely open and new to receive another 5 pouches.

I thought it was only 5 pouches a day? If so, then what's going on here?

    Front page says sprint event refreshes at 9AM PDT, which is when the tickets also reset. I'm guessing it's resetting an hour earlier due to daylight savings and they just never fixed the in-game clock, which is pretty par for the course as far as Vindi's track record goes.
